I don't even Gifts can only be played in the regions they were purchased, So you can receive them as a gift but you cannot play them unless you use a VPN, which like you noted is something steam does not want. Funny, I didn't have any kind of warning see my answer. Maybe it depends of the regions? In the case of Valkyria Chronicles, I did like Puce's answer suggests, and had my brother "gift" it to me last year.

Just to add to this: It only works if the package has not a prohibitToRun or ProhibitDownloadInCountries property in the configuration. My scenario is different from yours, but it is possible to play games that require steam, even if it is not available for sale on steam itself.

What looks amazing to me is the fact that Brazil goverment that uses to protect a lot the internal market don't charge me amazing taxes. Hard to believe , maybe them don't know about prices in Steam yet. Far Cry 3 , will never find in local stores , maybe in places that everybody knows the game hasn't pay any taxes.
